LABOR AND EMPLOYMENT COUNSEL
The Suffolk County Water Authority (“SCWA”) is seeking the proposals from labor and employment law firms interested in serving as SCWA’s labor and employment counsel.  The SCWA is a public benefit corporation that operates public water system serving approximately 1.2 million people in Suffolk County, New York.  SCWA employs approximately 580 individuals.  SCWA’s management consists of approximately 220 employees, and SCWA employs 360 members of the Utility Workers’ Union of America - AFL-CIO Local 393, which is comprised of two bargaining units.
The selected firm or firms will handle multi-jurisdictional (Federal, State, Local, PERB) labor and employment law compliance for SCWA, union grievances and arbitrations, PERB, EEOC and other litigation, and non-union employee matters.  The selected firm or firms may be utilized on a day-to-day basis as a resource on labor and employment law matters.  In addition, the selected firm or firms will assist in negotiating collective bargaining agreements (CBA’s).  Approved counsel will work primarily with the SCWA’s CEO, General Counsel and labor relations personnel. Contract administration and reporting will be to SCWA’s General Counsel.
Each proposal must include the information described in the Description of Qualifications and Fees and conform to the SCWA Labor Representation Guidelines, copies of which can be obtained from the SCWA Purchasing Director or from the SCWA’s website, www.scwa.com.  Proposals must be received by the SCWA’s Purchasing Director by May 30, 2019.  The SCWA assumes no responsibility for proposalsnot received by the Purchasing Director by 12:00 P.M., prevailing time on the date indicated above.

 Three (3) copies of your proposal must be submitted in a sealed envelope or carton, clearly marked with “Request for Proposal:  RFP 1541 - SCWA Labor and Employment Counsel”, the date and the name of the proposer.  Any materials that are not so received may be opened as general mail and may result in invalidating the proposer’s submission.  Facsimiles or e-mails of unsealed proposals will not be accepted.
