The Palm Beach County Board of County Commissioners (PBC BCC) invites applications for Deputy Director, Planning, Zoning & Building (PZB) Department. In this high-profile role, you will be managing and coordinating the daily activities and operations of the PZB Department, as assigned by the Executive Director. Acts on behalf the PZB Executive Director in his/her absence, or as delegated.
Coordinates the internal activities of a 300+ employee department with six divisions, and external activities with other County departments, public and private organizations. Your responsibilities will include:
Assists in directing, overseeing and coordinating the daily management of operations as well as activities of the department and its divisions internally, and with those of other County departments, public, and private organizations
Developing departmental goals, policies, and programs
Conducting and attending meetings and conferences to discuss problems, policy changes, and related matters
Reviewing existing departmental organizational processes, procedures, problems, operations, and making recommendations on implementing changes
Assisting in analyzing budgets and proposed expenditures and revenues for appropriateness, and making adjustments
Assisting the Executive Director in responding to County Commissioners, Administrators, employees, developers, contractors, consultants, customers, and others regarding developmental policies, procedures, problems, complaints, and issues
Reviewing and approving department agenda items
Interfacing with the BCC, County Administration, land use entities, legal advisors, and individual members of the public
Demonstrating your thorough knowledge of the County's Comprehensive Plan and Unified Land Development Codes, as well as the functions of Code Enforcement, Contractors’ Certification, and responsibilities of the Building Division
The PZB Department has received numerous awards in fields such as Workforce Housing, the Managed Growth Tier System, Urban Redevelopment and its online permitting system. PBC is looking for a highly experienced and motivated individual to work with a team of professional, technical, and administrative staff and help lead the County's growth and development.
We are seeking a Deputy Director with demonstrated ability to: Provide direction in the execution of administrative programs and procedures; monitor their effectiveness; direct and improve customer service response; and represent the PZB mission, vision, and values at BCC, advisory board and other public meetings. You must be well versed in comprehensive plan development and implementation, and be prepared to identify and respond appropriately to current challenges Counties face in the land use and building industries.

PBC GOVERNMENT: The Palm Beach County Home Rule Charter became effective in 1985. True Home Rule gives the BCC the ability to create, through a local public hearing ordinance procedure, local laws that are not in conflict with or specifically prohibited by state general law or the state constitution. This process is done without going to the Florida Legislature to request special legislation to create these laws. The seven-member BCC is the legislative governing body of Palm Beach County. Commissioners are elected to staggered four-year terms by voters in the district in which they reside.
MINIMUM REQUIREMENTS: BA/BS in Public Administration, Planning, Engineering, Architecture or related field and five (5) years of professional experience in planning and/or zoning functions or in a closely related management area, including three (3) years of related managerial experience. Related M.S. or J.D. a plus; public sector experience, experience in the State of Florida, and experience managing a staff of 100+ employees in diverse functional areas highly preferred.
