Job Description:  The Deputy Chief of the Queens District Attorney’s Special Victims Bureau (“SVB”) manages and supervises attorneys and support staff conducting investigations and felony prosecutions of sex crimes, child abuse, violence against the elderly, and sex offender registration related litigation.  The Deputy Chief also shares with the Bureau Chief and co-Deputy Chief, day-to-day operational responsibilities for SVB.  More specifically, the Deputy Chief’s responsibilities include:  

Supervising and managing SVB attorneys and support staff
Training SVB attorneys in best practices and helping to enhance overall job performance including investigatory, trial advocacy and litigation skills and application of the highest ethical standards
Managing new case assignments and assisting with allocation of SVB personnel resources
If the SVB Chief is unavailable, formulating and approving negotiated pleas, reviewing and authorizing grand jury presentments, and reviewing voted indictments prior to filing
Maintaining a curated case load of active prosecutions
Generating quarterly calendars for the Special Victims/Domestic Violence riding program and supervising riders
Interfacing and trouble-shooting as necessary with other agencies and groups including NYPD, ACS, mental health and medical care providers, and counterparts at other district attorneys’ offices.
Conferencing cases as needed with defense counsel and courts

Qualifications:  An interested applicant must possess a J.D. degree, be an active member of the New York State bar in good standing and have at least 12 years of experience as a prosecutor.  Applicants should also have:

Extensive experience working with victims of sexual assaults, child abuse, and the elderly
Substantial felony jury trial experience with cases involving adult and child sex crimes, child physical abuse, and elder abuse, in addition to other general violent felony jury trial experience
Training in trauma-informed interviewing techniques for victims of sexual assault and related crimes
Significant experience investigating and prosecuting child physical and sexual abuse
Certification in forensic interviewing of children and significant experience conducting forensic child interviews
Comprehensive knowledge of crimes contained in Penal Law Articles 120, 130, and 263
Thorough working knowledge of all sex crimes and child abuse related statutes of limitations
Thorough understanding of Corrections Law 168 (“SORA”) and experience with sex offender risk level assessment instruments, SORA hearings, and related proceedings
Experience with DNA forensics including reading test reports, introducing DNA evidence at trial, and examination of DNA experts
Experience working with sexual assault forensic examiners (“SAFEs”) and interpretation of related medical records
Proficiency in reading and assessing medical records in general and child protective services reports
Prior experience working with agencies involved in Special Victims cases including NYPD Special Victims Division, Administration for Children’s Services, Health and Hospitals Corporation and SAFE programs, and mental health care providers such as Mt. Sinai SAVI counselors and Safe Horizon
Prior management or teaching experience
Excellent interpersonal and communication skills
Superior organizational skills
