Zenith is hiring a Compliance Counsel who will be responsible for providing insurance regulatory advice and counsel on an enterprise-wide basis. The successful candidate will report to and work closely with the Chief Compliance Officer to manage Zenith’s overall regulatory compliance, including but not limited to, product form/rate filings, underwriting practices, complaint handling, producer licensing/appointments and general market conduct issues. This role will partner with Zenith’s Regional offices and cross-functional teams to provide legal and regulatory guidance, as well as interact with regulators, industry associations and other outside parties. In addition, the Compliance Counsel will provide legal research and general support to the Chief Compliance Officer and other members of the Office of General Counsel, as needed.
Essential Duties and Responsibilities

Identify and mitigate undue risk to Company by providing relevant counsel and effective business-focused solutions;
Carry out compliance and regulatory duties, which may include regulatory research, filing preparation, compliance review audits, and interaction with state insurance regulators.
Build and maintain expertise in state and federal insurance laws and regulations. Monitor and implement changes related to insurance laws, regulation and guidance;
Coordinate, direct and advise business on Market Conduct and other similar exams/audits;
Manage consumer and department of insurance complaint process;
Develop and maintain collaborative relationships with management and internal business clients, agents, outside counsel and Company partners to gain a deep understanding of the Company’s business, challenges, risks and opportunities.
Train employees on operational compliance topics (e.g. cancellations and non-renewals).
Participate in providing general legal support to various business operations of the Company.
Perform other duties as assigned.

Education, Skills and Experience Requirements

Law school graduate and member in good standing of the State Bar of California or eligible for Registered In-House Counsel in California.
5-7 years of insurance regulatory experience, with 3 years minimum experience in core P&C compliance competencies, including but not limited to products (forms/rates), underwriting practices, producers (contracting, licensing and appointments), complaint handling, marketing/unfair trade practices, claims handling and TPA compliance.
Knowledge of property and casualty industry required; experience with an insurer, broker or regulator preferred.
Exposure to, and willingness to further develop, Workers’ Compensation specialty compliance competencies, including network management, bill review, provider relations, med-legal, etc.
Exposure to, and willingness to further develop, programs designed to comply with certain non-insurance laws and regulations applicable to Zenith, such as OFAC, HIPAA and various state and Federal privacy laws.
Excellent written and verbal communication skills with the ability to communicate with all levels of management.
Strong quantitative, analytical, and creative problem-solving skills; comfortable operating in gray.
Willing to travel within California and other branch offices as needed. Travel may be up to XX% of the time.
