Job Description
The New York City Department of Citywide Administrative Services (DCAS) is offering an exciting professional opportunity for a dynamic and collaborative individual with extensive EEO investigative and supervisory experience to serve as the Director for Investigations and Compliance within the Office of Citywide Equity and Inclusion (OCEI), formerly known as the Office of Citywide Diversity and Equal Employment Opportunity. The OCEI is responsible for developing and providing guidance on the City’s EEO Policy, other EEO-related policies, initiatives and best practices thereby impacting the workforce across over 80 agencies (mayoral or non-mayoral). OCEI develops and collaborates on solutions and strategies that fulfill the City’s EEO mandates and equity and inclusion initiatives. Through this work OCEI will foster the City of New York’s emergence as an innovative and global leader in equitable, diverse and inclusive employment practices.
This position will report directly to the Chief Citywide Equity and Inclusion Officer and will be responsible for providing oversight and guidance to multiple City agencies on investigation and compliance matters.
Responsibilities for the Director of Investigation and Compliance include but are not limited to the following:

Serving as the subject matter expert in the development/enhancement and implementation of investigative and complaint procedures/processes in order to develop and adopt a comprehensive strategy to align the City’s investigative process while keeping abreast of industry best practices and relevant legislation.
Conducting and overseeing third-party EEO investigations, which are external agency-specific complaints/investigations:
Overseeing the Case Practices Reviews initiative entailing reviews of agencies' closed EEO complaint files in order to bring consistency in the application of the EEO Policy and investigative guidelines in order and to enhance best practice guidance to all the agencies.
Develops practicum training for agency-level EEO professionals as well as workforce compliance training.
In partnership with the Human Capital's Learning and Development department, provides input on the design and content of discrimination and harassment prevention training modules.
Develops and leads ad hoc trainings, as necessary, and issues guidance on investigative protocols/procedures, and complaint tracking systems.
Formulating, creating and monitoring enforcement strategies and ensuring compliance with respect to new legislation, executive orders and EEO-related legal mandates;
Provide expert guidance and develop related memoranda for agency EEO professionals, as needed, to drive increased compliance with EEO, diversity, inclusion, anti-harassment /anti-discrimination policies and reasonable accommodations; and
Advising the Chief Citywide Equity and Inclusion Officer on important initiatives and trends.

Note: The Director will not be acting as a legal counsel to DCAS. He/she will not be responsible for giving legal advice, drafting legal documents, or handling legal matters; such functions are performed by the agency Office of General Counsel (OGC).

Minimum Qualification Requirements
Admission to the New York State Bar; and four years of recent full-time responsible, relevant, satisfactory legal experience subsequent to admission to any bar, eighteen months of which must have been in the supervision of other attorneys, in an administrative, managerial or executive capacity, or performing highly complex and significant legal work.
 
Incumbents must remain Members of the New York State Bar in good standing for the duration of this employment.

Preferred Skills
The candidate must have a demonstrated ability in the following areas:

significant experience with a comprehensive knowledge of effective equity and inclusion strategic planning and project/program development, implementation of initiatives from start to finish;
well-versed in federal, state and local laws and regulations relating to equal employment opportunity;
proven work experience administering and developing investigatory policy, conducting investigations of discrimination, addressing reasonable accommodations, and a working knowledge of mediation and alternate dispute practices
Experience working with City of New York EEO Policy a plus
Strong organizational and follow-through skills to coordinate work plans, prioritize work, manage multiple assignments and priorities, and meet deadlines with limited supervision
Successful supervisory experience of full-time staff, including setting clear expectations, goals, managing priorities and deadlines in order to motivate staff to balance multiple responsibilities
Excellent analytical, problem solving and project management skills, with the ability to manage multiple priorities at one time
Sound judgment, discretion, professionalism and a high degree of confidentiality
Experience working in diverse and dynamic settings
Strong computer proficiency and experience with systems and software including Microsoft Office, Excel, Word PowerPoint and NYCAPS systems is a plus
Proactive, flexible, detail-oriented, strong analytical, critical thinking, and problem-solving skills
Understanding of labor relations, disciplinary and personnel processes as well as civil service principles
Superior presentation and verbal/written communication skills, including the ability to build coalitions of stakeholders and nurture relationships

Residency Requirement
New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
