590733 Special Counsel to the Inspectors General/Examining Attorney

The New York City Department of Investigation (DOI) is one of the oldest law enforcement agencies in the country with a mission of combating municipal corruption. It serves the people of New York City by acting as an independent and nonpartisan watchdog for New York City government, City agencies, and City employees, vendors with City contracts, individuals and entities that receive City funds.DOI is seeking Special Counsel to the Inspectors General (IGs) who will provide high-level legal, investigative, and managerial supervision and assistance to the IGs and their investigative units. The Special Counsel will be responsible for, among other things, supervising and conducting complex criminal, administrative, and oversight investigations related to City government; managing systemic investigations of City agency programs, policies, and practices and drafting public reports of any findings and recommendations; analyzing relevant records and information, conducting witness interviews, and coordinating with staff on their investigative activities including field work; reviewing and editing the written work product of staff in connection with investigations; drafting subpoenas and document requests; interacting with senior City agency officials, prosecutors, and investigative agencies; reporting to IGs, the Chief of Investigations, and the DOI Commissioner regarding the progress of investigations and any matters that require internal discussion.If selected, the candidate will be fingerprinted and undergo a background investigation. In addition for positions that have a law enforcement and/or investigative function, the candidate's consumer credit history will be reviewed during the background investigation, and as otherwise permitted by NYC Administrative Code § 8-107(24)(b)(2)(A).Qualification Requirements
Juris Doctor (JD) degree from an ABA-accredited law school; Active bar membership from any of the 50 states, District of Columbia, Puerto Rico, or the US Virgin Islands; a minimum of three years of recent full-time relevant legal experience subsequent to admission to any bar.Preferred Skills
> A minimum of seven years of legal experience as a prosecutor, associate at a private law firm, government enforcement or investigations attorney, or similar legal experience.
> Excellent legal writing and editing skills, with extensive experience drafting reports, memoranda, briefs, pleadings, and correspondence with limited supervision.
> Excellent legal research and analytical skills.
> Experience conducting investigations; interviewing witnesses; collecting and analyzing complex documents, financial records, and data; and using technology in connection with legal or investigative work.
> Substantial project management experience with demonstrated ability to identify necessary inquiries or tasks; to plan investigative steps and establish deadlines; to lead teams in carrying out a project plan; and to create and complete reports and other work product.
> Ability to work with and lead teams composed of investigators, attorneys, policy analysts, and auditors, and to comprehend financial, statistical, and policy issues raised in connection with investigations.
> Effective problem-solving abilities and demonstrated sound judgment.
> Strong interpersonal skills, with an ability to communicate effectively with DOI personnel and to represent DOI before other law enforcement agency and City agency officials.
> High degree of ethics and professionalism.
