NOTICE OF REQUEST FOR QUALIFICATIONS FOR SPECIAL COUNSEL

The Attorney General of New Jersey, through the Department of Law and Public Safety, Division of Law, hereby announces the issuance of a Request for Qualifications ("RFQ") for Bond Counsel for the New Jersey Higher Education Student Assistance Authority (the "HESAA") to serve for a three-year period (2024, 2025 and 2026). The Minimum Qualifications for this engagement are as follows:(1) Experience as bond counsel or underwriters' counsel for student loan revenue bond financings, including refunding of previously issued student loan revenue bonds.(2) Expertise in federal tax law matters as applicable to student loan revenue bonds.(3) Expertise in federal securities law applicable to student loan revenue bonds.The Attorney General requests that interested firms submit a proposal in accordance with the RFQ. The RFQ is available on the Division of Law website at https://www.njoag.gov/about/divisions-and-offices/division-of-law-home/o.... All responses to Requests for Qualifications must be submitted in their entirety through the Division of Law's On-line RFQ Portal by September 20, 2023. A PDF version of the RFQ will be available for downloading beginning on August 8, 2023 to facilitate drafting of a response to the RFQ. The Electronic Application Form will be available on the RFQ Portal for submissions beginning on August 24, 2023. The RFQ Portal will not be operational until the RFQ question and answer period has ended on August 21, 2023 at 5:00 p.m. PAPER SUBMISSIONS ARE NO LONGER ACCEPTED.Questions may be submitted to Kavin K.
