The New Jersey Judiciary is seeking an experienced and versatile attorney to work under the general direction of the Director, Office of Attorney Ethics (OAE) or other supervisory personnel, to oversee and administer the 18 District Ethics Committees (DECs) statewide. The Statewide Ethics Coordinator must provide legal and administrative advice on behalf of the Director, facilitating the DECs’ compliance with Supreme Court time goals for investigations and hearings. The Statewide Ethics Coordinator may argue disciplinary matters before the Disciplinary Review Board and the Supreme Court. Responsiveness to DEC contacts, proactive caseload management and a command of the disciplinary Rules will be the hallmark of success in this role. Perform other related duties as required. Remote Work: The Judiciary currently offers a hybrid work schedule and this position may qualify for up to 2 days of work outside of Judiciary buildings. To participate in this program, you will be required to have high speed home internet access. Example of Duties: Recruitment and Appointments * Oversee all aspects of the District Ethics Committees’ (DECs’) annual appointment process. * Work closely with DEC vice chairs to ensure a robust and representative list of candidates is developed. * Interact with liaison Justices of the New Jersey Supreme Court. Training * Oversee all aspects of training for members and Officers of the Ethics Committees. * Develop effective training materials and tools for DEC members and update existing manuals as may be required. * Employ effective oral communication and technological tools (PowerPoint; Zoom; Teams) to develop training materials. Oversight of DEC Members/Secretaries/Officers * Demonstrate leadership and vision in the execution of the mission of the disciplinary system. * Act independently in the review and monitor case status and review monthly time-goal compliance for hearings and investigations. * Lead high volume and regular communication with public, DEC members, DEC officers, and District Secretaries regarding procedural and substantive issues; caseload status. * Communicate proactively with individual officers/members concerning caseload, case status, working to facilitate completion of any overgoal or delinquent matters. * Authorize transfers of cases between DECs and the OAE as necessary, including in cases of conflict of interest. * Regularly attend DEC meetings, maintaining a vibrant and responsive leadership presence for the Court at local administrative meetings. Management and Supervision* Supervise and direct a team of 5 employees (2 attorneys and 3 support personnel). Reporting * Report to the First Assistant Ethics Counsel regarding time-goal compliance of investigations and hearing matters. * Make budgetary recommendations to the Director of the OAE. * Attend Disciplinary Oversight Committee Meetings and coordinate and prepare statistical reports to the DOC. Salary range is $96,989.82 - $145,172.94. For newly hired individuals, the starting salary will normally be at the minimum of the salary range. Requirements: Graduation from an American Bar Association approved law school and five (5) years of professional administrative and/or program management experience which shall have included practice of law as an attorney; and three years of supervision of staff. License: Attorney-at-Law with a plenary license in the State of New Jersey and having Supreme Court Good Standing Status of Active. Supervision Substitution for Level 2B Only - Attorney at law preference: For positions that require or prefer the selected candidate be an Attorney-at-Law, the supervision of staff requirement may be waived for those candidates who are Attorneys-at-Law with a plenary license in the State of New Jersey and having Supreme Court Good Standing Status of Active; that have at least three years of experience applicable to the position to which they are applying. Special Note: Appellate and Trial Litigation experience is highly valued as well as experience serving on either the Ethics or Fee Systems. Driver’s License: Appointee will be required to possess a driver’s license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position. Residency Law: In accordance with N.J.S.A. 52:14-7 (L. 2011, Chapter 70), the "New Jersey First Act," all persons newly hired by the Judiciary within one year must establish, and then maintain, principal residence in the State of New Jersey. Any person may request an exemption from that requirement from the Employee Residency Review Committee in the Department of Labor & Workforce Development on the basis of either hardship or employer critical need. Authorization to Work: US citizenship is not required.
