The New York City School Construction Authority (NYCSCA) builds and renovates public schools throughout all of the boroughs. We believe that schools should be efficiently designed and constructed; they should be safe, attractive and environmentally sound. The SCA’s responsibilities span the life of each project (new schools, additions, and capital improvements to existing schools) from planning, real estate, budgeting, scoping, and designing, to construction completion.

We have an excellent opportunity for a Director, Equal Employment Opportunities (EEO) who will report to the President’s Office and is responsible for planning and overseeing the day-to-day activities for a wide range of EEO initiatives and activities including but not limited to: EEO policy and procedure development and implementation, ensuring compliance with EEO laws, guidelines, and policies, and EEO investigations.

Other responsibilities:
General:
⦁ Develops and makes recommendations concerning policies and procedures affecting the operational and administrative matters of the Authority.
⦁ Ensures the daily operations and the resolution of special managerial, operational, and administrative problems pertaining to policy and practice.
⦁ Provides guidance to the President in drafting the Authority’s goals & reports.
⦁ Serves as a principal liaison between the various Authority Departments and Divisions, government agencies and outside contractors and consultants.
⦁ Translates organizational strategy into plans, programs, and objectives for their team(s).
⦁ May develop and implement necessary procedures to bring various departments into a project-based team, working to achieve common goals.
⦁ Oversees the preparation of reports on operational and administrative matters for use in the formulation of policy.
⦁ Develops and recommends to Senior Management Authority-wide policies and procedures affecting all aspects of Authority operations.

EEO:
⦁ As EEO officer, directs all EEO activities ensuring both applicants and employees of the Authority are given equal opportunities in employment regardless of race, religion, color, national origin, sex, age, disability, or any other protected characteristics.
⦁ Serves as EEO Investigator, EEO Counselor, Reasonable Accommodations Coordinator, EEO Training Liaison, Diversity, Equity and Inclusion (DEI) Committee Liaison, ADA Coordinator and Disability Rights and Facilities Coordinator.
⦁ Provides thoughtful and compliant advice to Authority managers and supervisors on EEO issues.
⦁ Analyzes, develops and implements EEO policies and procedures and makes recommendations to Senior Management.
⦁ Understands and protects confidentiality whenever possible related to EEO issues and activities.
⦁ Prepares statistical and analytical reports of a confidential nature pertaining to EEO data.
⦁ Works closely with the Office of the General Counsel and Human Resources Division.

Regulatory:
⦁ Promotes and verifies compliance with relevant Federal, State and City employment laws, including but not limited to those relating to immigration and naturalization, Equal Employment Opportunity, Veterans Affairs, Family Medical Leave Act, Americans with Disabilities Act, Fair Labor Standards Act, Consolidated Omnibus Reconciliation Act.
⦁ Plans, completes, and files required EEO and/or affirmative action reports and documentation with government agencies.
⦁ Compiles, analyzes, and interprets data necessary for external (government) and internal EEO compliance, reporting, and monitoring.

Preferred Qualifications:
⦁ Strong background in HR, EEO, and diversity/inclusion essential.
⦁ Strong written and verbal communication skills are essential.
⦁ JD from an accredited law school is a plus.
⦁ Current understanding of federal, state and local employment and civil service laws required.
⦁ Demonstrated ability to work with a diverse constituency and to present, influence, negotiate and effectively coach employees to use best practices for maximum effectiveness.
⦁ Progressively responsible experience with at least five years of responsibility for the development and management of EEO functions, policies and programs.
⦁ Ability to work independently and respond to time-sensitive issues essential.
⦁ Public/non-profit employment experience

Minimum Qualifications:
Baccalaureate degree plus twelve years of full time, administration, experience in operations, construction, management, administration, or a related field; five years must be in an administrative or managerial capacity or a satisfactory combination of education and experience.

Salary Range: $131,026.00 - $150,000.00 dependent upon qualifications.
