THE CT OFFICE OF EARLY CHILDHOOD SEEKS PART-TIME, CONTRACT, HEARING OFFICERS The CT Office of Early Childhood (“OEC”) seeks resumes from attorneys interested in serving as part-time hearing officers; selected attorneys must execute a Personal Service Agreement (“PSA”) and conduct administrative hearings in accordance with CT’s Uniform Administrative Procedures Act (“UAPA”), Conn. Gen. Stat. § 4-166 et. seq. Purpose: To seek qualified applicants to serve as adjudicatory, impartial hearing officers for the OEC and conduct hearings in its administrative proceedings. Selected hearing officers will issue proposed final decisions pertaining to matters under the purview of the OEC’s enforcement unit, within the legal division. Required Qualifications: Juris Doctor degree from an accredited law school; Attorney licensed by the state of CT and in good standing; Strong writing and oral communication skills (bi-lingual, Spanish speaking, a plus); Considerable knowledge of and/or experience with administrative hearings; Demonstrated proficiency with Microsoft Outlook, Word, Teams, or other video conferencing platforms; Valid CT driver’s license; limited travel to OEC for in-person hearings may be required; General knowledge of CT child care licensing requirements; and Availability to conduct hearings within core business hours, Monday-Friday.PSA Contractor Responsibilities: Conduct telephonic or remote/web-based hearings and prehearing conferences; Rule on pre-hearing motions, mark exhibits; Understand, interpret and apply applicable laws and regulations; Conduct impartial hearings; In accordance with UAPA deadlines, render a written proposed final decision and proposed order including, findings of fact, and conclusions of law; and Other duties as required. Compensation: $100.00 per hour for case preparation and $100.00 per hour for hearings.
